Regression

Wouldn't be able to know, just installed hyprland and noticed this bug.

Describe the bug

When setting animate_manual_resizes to true in the config, it also animates the mouse window dragging resizes as if animate_mouse_windowdragging was set to true, while I have it explicitly set to false

Reproduction steps

1. Open the Hyprland config
2. Set animate_manual_resizes to true on misc{}
3. Set animate_mouse_windowdragging to false on misc{}
4. Save & reload the config
