Hyprland version
Hyprland 0.52.1 built from branch v0.52.1 at commit 967c3c7 clean (version: bump to 0.52.1).
In case it matters, I am on CachyOS, so arch, btw

Describe the bug
My VRR framerate caps out at ~80hz on one monitor only when HDR is enabled. It is an LG 120hz. I have an AMD gpu if that matters. My Ultrawide 1440p monitor works fine
I have an AMD GPU and an AMD CPU with an integrated GPU. I don't think it is a dual GPU issue, but I thought I should mention it
Reproduction steps
I have a DP to HDMI dongle, but the same effect happens over HDMI. I have tried various resolution. KDE and Sway both work fine, so I don't think it is hardware
Direct Scanout corrupts my screen with VRR applications, so I don't use it. Allow_tearing doesn't matter either way.
With HDR and VRR on, If I disable no_break_fs_vrr and no_hardware_cursors, my screen just refuses to take the signal at all. Not sure if that is related or not
