misc:focus_on_activate ignores noinitialfocus windowrule

misc:focus_on_activate option is real cool feature, if I'm on one workspace browsing discord, and then open some link there, hyprland will focus the browser and move the current workspace to one where the web browser is.

Unfortunately there are windows that send active request when spawning (for example firefox picture in picture), so i expected that i can disable it by using noinitialfocus windowrule. Unfortunately it doesn't work.

Would be cool to have some workaround for it :)
