emptym doesn't work as expected

I have two monitors: Monitor 1 has an open window, monitor 2 is empty.

When I focus monitor 1 and run hyprctl dispatch movetoworkspace emptym, the window is moved to the empty workspace on monitor 2.

I would expect it to me moved to a new empty workspace on monitor 1. To me, this should be the difference between empty and emptym.
