Apply rules using multiple tags as parameters

Allow for tags (when used as parameters) to be AND'd.

For example

windowrule = tag +gaming, class:^([Ss]team)$
windowrule = tag +gaming, class:^(steam_app).*
windowrule = tag +video, class:^(steam_app).*

windowrule = idleinhibit always, tag:gaming, tag:video
windowrule = immediate, tag:gaming, tag:video

In this case, idleinhibit always and immediate should be applied to windows that are tagged with both "gaming" AND "video"
