Floating windows extend beyond reserved area

When floating wayland app windows they often take the whole screen including covering the bar. It seems like floating windows should honor the same reserved space as tiling and should not cover the bar. The initial difference between floating and fullscreen in this scenario is minimal.

X11 apps are even worse and often blow up so big floating becomes worthless.

In both cases floating windows should be contained in the same way tiled windows are. Here is a video demonstrating floating kitty which is wayland, and Ryujinx which is running under xWayland.
