Restarting waybar redraws above fullscreen applications

If waybar is (re)started while a window is in full screen, it is redrawn above that window, like when waybar is set to the "overlay" layer, in place of the usual "top" layer.

If a second instance of waybar is started it is rendered below where the first instance would be, though the first instance itself is not shown

Something similar has been happening with my dual monitor setup.
If I'm playing a game in full screen and I switch workspace to the one on my secondary monitor, the bar shows above my game. Moving back to my main monitor doesn't hide it again, I simply have to toggle fullscreen.
This is weird because I can change workspace on the main monitor and then back to the game just fine and the bar correctly rehides itself under the game.

expected behavior. Top layers render above fullscreen clients if they are started after the fullscreen occurs.
