JetBrains IDE pop-up windows (e.g. Windsurf "Welcome" dialog) not focusable or clickable

Description

When using Hyprland on Arch Linux, JetBrains IDEs (tested in PHPStorm) show a popup such as "Welcome to Windsurf" that cannot be clicked or focused. The popup appears visually, but mouse clicks and keyboard input go to the main IDE window behind it, making it impossible to close or interact with.

Environment

• OS: Arch Linux
• Compositor: Hyprland (latest)
• Desktop: KDE
• IDE: PHPStorm (JetBrains)
• Plugin: Windsurf
• Display protocol: Wayland (likely XWayland fallback)
• GPU: Intel Alder Lake-P (i915) + NVIDIA RTX 3050 Mobile (nvidia driver)
• Hardware: Lenovo laptop

Steps to reproduce

1. Open PHPStorm with the Windsurf plugin installed.
2. Trigger the "Welcome to Windsurf" popup.
3. Observe that the popup is not focusable or clickable; interactions go to the window behind it.

Expected behavior

The popup should receive focus and allow user interaction.

Workaround

Adding these Hyprland window rules fixes it temporarily:

windowrulev2 = tag +jb, class:^jetbrains-.+$,floating:1
windowrulev2 = stayfocused, tag:jb
windowrulev2 = noinitialfocus, tag:jb

Notes

This may be related to how transient or dialog windows from JetBrains (running under XWayland) are handled in Hyprland. Issue confirmed by multiple users and similar to JetBrains YouTrack ticket IJPL-61714.
