Increase anr_missed_pings default value

Currently the default for anr_missed_pings is 1, which equates to 2 seconds. This means that any application which hangs for more than two seconds will trigger the Application Not Responding dialog. This is especially noticeable in game load screens, but a brief search on google reveals plenty of people looking to disable ANR because of the frequent triggers.

I propose increasing the default from 1 (2 seconds) to say 3 (6 seconds) or even 5 (10 seconds) before showing the ANR dialog. I feel that this would improve user experience.

I can open a PR with this change if the consensus is positive.

Actually the ping timer is 1.5 seconds.

oh, yeah, right. I think it was 5 seconds, but I guess it's not anymore. Increasing the default makes sense then.
