Useability and quality of life improvements around "unclean divisor scaling" for monitors

Following up from the forum

Key improvements:

1. make the suggested guess automatically applied (if it makes sense at all?)
2. if it is automatically adjusted to the nearest scale, notify the user with a simple notification (not the permanent big red message)
3. Have a way to discard these big red messages
4. Have these big red messages disappear when the monitor responsible for this condition unplugged
5. Possibly have a GUI menu in the settings to adjust the scale factor value, per-monitor (add/remove them as they are plugged/unplugged)

Maybe implementing 1. implies 2.
Maybe also implementing 1. makes 3. and 4. irrelevant, unless this type of message can be shown in other scenarios where being able to discard it might make sense. (I 100% agree with making it permanent if the config files are objectively broken and could not be read correctly, that may be the only legitimate usecase)

Possibly 5. is preferable to 1.
