Option to forbid fullscreen/maximize for unresizeable windows

Windows which set strict/max size should not be allowed to be fullscreened/maximized.

Example: some gimp dialogs. If maximized, content just remains of original size, the rest of the window is transparent, mouse events go places they should not.
