Window opening on active workspace instead of the one who fired the event

When I open an application and switch to another workspace while it's opening, the window opens on the current workspace instead of the one where the open event was fired. I don't know if it's the expected behavior, but seems a little counterintuitive to me as a user.

The application where I noticed this behavior was IntelliJ IDEA. It displays a splash screen while loading the application. If I switch workspaces while the splash screen is running, it will open the application at the other workspace once it's loaded.

There is an option for this but the problem is it's a bit too aggressive and very often leads to windows spawning on another workspace and you not noticing so yea. Initial workspace tracking
