Improved/Additional animations

Hyprland already has a lot of animations but unfortunately not everywhere.
Since i use hyprland on a phone i tend to notice things that could do with some polish. 🇵🇱
It would be nice to have:

1. "on start"/zoom out animation apply to monitor DPMS/Plug/Unplug
2. Transform animations (When switching a monitor's transform value) ((Rotation animations))
3. Custom "startup"/DPMS/Plug/Unplug animations (Fade, Zoom and Fade, Overshoot, None (Affected by the global no animations option))

the primary problem with plug/unplug/startup is that we don't really get a notification when the monitor modesetting is finished. I want to look at it, maybe presentation events dont get sent until the modeset is done? It needs some investigation.

If we could get that information, it would really help with animations for when monitors turn on / off
