hover_icon_on_border does not work most of the time

hover_icon_on_border does not update the cursor icon most of the time. If it does ever work, it usually only does it on one windows borders. This affects both tiled and floating windows. Video showing this behaviour of the resize icon not appearing unless I click and hold:
