Add a command to change refresh rate at runtime.

The feature

I would like to see a command like hyprctl rate <Supported refresh rate> to be added to hyrpctl that way one could change the refresh rate at runtime as applications like wlr-randr and xrandr does not seem to have a effect or allow for changing the refresh rate.

Why would this be useful

This would allow people to write scripts to change the refresh rate dynamically, to for example improve battery life on laptops.

Can already be done with hyprctl keyword monitor 'name, WxH@rate, pos, scale'.
