Add optional window parameter to movewindow dispatcher

I want to move a specified window to a monitor, currently I am able to move only the active window.
It should be considered to add this feature as a new dispatcher.

Usecase:
I wanted to move the picture-in-picture window (it is pinned), whenever the active monitor changes to not block a part of my active window.
