Special Workspaces do not obey Monitor rules

This was an issue, and I am opening it again since this is still a persisting problem.

When setting a rule for a special workspace to only open on a specific monitor, such as:
workspace = name:special:audio, gapsout:50, monitor:DP-1
The special workspace will still open on the monitor that has focus, instead of the specified one.

this was never a feature, I'm pretty sure, special workspaces would always open on the current monitor

If this is the case, I feel the wiki should reflect this. Nowhere in the Workspace Rules Wiki Page is it clarified that certain rules will not affect special workspaces. But also, I feel it should be possible to do this. In all fairness, this could probably be "fixed" by making my keybind switch focus to a certain monitor before opening the workspace.
Anyways, since this seems like a special exception, I think the easiest action for you all to take might just be a little disclaimer in the workspace rules section, specifying this will not work for special workspaces.

For clarity, I use special workspaces to have programs like obs, my audio settings programs (qpwgraph and jack_mixer), and similar programs easily accessible at any time. The OBS Workspace i would always like to appear on my second monitor, while I want my audio settings to be on my primary monitor. I know this is niche, but I feel it's legitimate. When gaming, I want my audio to be where I'm looking anyway, yet discord should not necessarily cover my game when typing a quick message in queue.
That's just my preference, though.

Just as a note, I would also like this feature. I have 4 special workspaces, and would like them to each open on a specific monitor. Thank you :)
