A Makefile can specify a rule about how it should itself be generated. Manual; SO. Ninja also supports this. In our case, the blueprint file depends on the hopen files used. Should the generators (at least for Make and Ninja) add rules to the output to re-run hopen if the main blueprint file (Makefile or build.ninja) is out of date?
