Optimize logging system throughout `hop-node`

The goal would be to allow us to debug in the easiest way possible. The secondary goal would be to provide bonders with the best & most relevant information.

Possible goals:

• Correctly use loglevels throughout code
• Allow for people to “bring their own” logging system (cloudwatch, Loki, etc.)
  • Allow people to “bring their own” notification system (slack, email, etc.)
    • This can likely be abstracted away by a good logging system
