Is this plugin equivalent to native cf cli command
cf restart APP-NAME --strategy rolling
?

Are there any differences in its end result?

There should be no difference in the end result of this plugin vs. the cf-cli --strategy rolloing. This was last released before the cf-cli released their rolling deployments and can support a rolling-restart strategy on CLI versions prior to v6.40.
