There is no add card button in the lower right corner of the dashborad

There is no damned add card button in the lower right corner of the dashboards. Everbody here says use the add card button in the lower right corner of the dashboard, but this add card button doesn't exist!

I was searching everything in te documentation and in the internet. Why it is not possible to get a correct information about such a simple thing?
