What is the current behavior?

$ heroku pipelines:connect <pipeline_name> -r <org>/<repo_name>
Linking to repo... ! [exit code 1]
$ heroku pipelines:transfer <org> -p <pipeline_name>
Transferring <pipeline_name> pipeline to the <org> team... ! [exit code 1]

What is the expected behavior?

exit code 0
