TypeError from pg:backups:capture when api request fails while using verbose flag #1294

What is the current behavior?

Attempt to run pg:backups:capture against a service that you don't have necessary permissions on, while using the -v (verbose) flag.

This results in an error like the following:

Backing up DATABASE to b016...
 ▸    Cannot read property 'logs' of undefined

What is the expected behavior?

We shouldn't try to access an invalid response object. We should display an accurate message about the cause of the error.
