Errors running autoconf and resulting configure script #1

Running autoconf on the latest released Ubuntu gives errors
indicating possibly undefined macros and the resulting and
running configure give error message
"configure: error: cannot find install-sh, install.sh, or shtool in "." "./.." "./../..""

Works for me on Ubuntu 11.10.
