Currently, when running playwright on a local environment there are certain tests that will fail by default. Source
This is because of the few tests that are written using a testing env that is based on the app mode and sourced from a downloaded virtual machine (for example the plugin settings tests when ran on a local test env will fail as the local env is testing for headlamp in the website mode). We currently do not have anything in place that separates the two modes and since the build container seems to build the full app mode it wont be processed as a failure.
Unless there is a specific way to list which test are for app mode only the tests will continue to fail when ran locally in website mode.
