Publish new versions on hackage

I had a request to publish latest version of our packages (for snapshots).

Prior to that:

• document snapshot/sync workflow
• activate snapshot branches

@frasertweedale aside of that, are there any blockers?

I would like to merge #213 and if possible #208 before releasing the next version.
