Group by Topics

Adding the ability to label an issue under a topic, and thus label the proposals (and thus decisions). this will allow an easier search, alert configuration, and permitions (by topic).

To do:

• make a list per community in the DB.
• an autocomplete from a set list in the new/edit issue window.
• ability to add in case there's no match (dependent on permisions).

1. Tags (topic) - autocomplete list only after typing (or)+ new tag (by permissions)
2. Tags (topic) context scoping
3. Issue can hold several tags (maximum X tags threshold)
4. Tags will be used in: the main list of
   • Future: Meetings and Issues (to discuss)
   • Present: Meeting, Issues
   • Historical: Meetings, Decisions
