Add HTML basics to HTML output #4

The HTML output file needs:

standard header with language and doctype declarations included
a. this means we should probably add a simple method to translate to different languages. Another issue?
Plus we should add a main region and a footer after the main region. Might as well make the HTML output as WCAG compliant as possible.
