Hi, can we create an ai that can learn and grow without any restriction?

Good question. With ChatterBot (as with many, if not most other machine learning an AI implementations that currently exist) growth and learning without ANY restrictions isn't currently feasible.

ChatterBot can learn fixed responses to possible inputs based on training data and conversational interactions. With some of the upcoming LLM improvements the limitation of exact responses will likely be removed, but the requirement for some form of "source" training data will likely continue to be a requirement.

the ai can only access other website through api right, that can't access directly

A good amount of AI tools do seem to be able to read content from websites directly and skip conventional API patterns. Typically this should be at least in adherence with the site's robots.txt file (https://www.cloudflare.com/learning/bots/what-is-robots-txt/).

ChatterBot doesn't currently have support for a feature like that built in, but it sounds feasible to build that feature.
