Usage guide for Directors/Chairs

Undecided what this exactly is:
- README.md on the repository?
- Possibly files in doc/?
- Something within the GitHub pages itself?

Should include explanations of:

How to Configure Settings
- Configuring Delegates for Committee
How to use Roll Call
How to use Points & Motions
- Describe form on the left-hand side
- Sort motions button
- What each of the buttons do in the table
How to use Speakers List component (in Speakers List, Mod Caucus, Unmod Caucus pages)
How to use Utilities
Keyboard shortcuts: Enter to start, Hold space to run timer
