Remote state backend S3 accesslogging bucket ACL is not configured for bucket owner #3079

Describe the bug

When creating s3 remote state backend accesslogging bucket, it seems that terragrunt doesn't enable access for the bucket owner. Is this expected to be configured manually?

To Reproduce

remote_state {
  backend = "s3"
  config = {
    encrypt        = true
    bucket         = local.remote_state_bucket
    key            = "${path_relative_to_include()}/terraform.tfstate"
    region         = local.aws_region
    dynamodb_table = local.remote_state_dynamodb_table

    accesslogging_bucket_name   = local.remote_state_accesslogging_bucket
  }
}

Expected behavior

Enabled access for bucket owner (at least read-only).
