ChronoClient Reader API for range query

Implement ChronoClient Reader API for range query
StoryReader(consumer) component incorporated into the existing chronoClient. I suggest we keep the existing StoryTeller implementation intact and add StoryReader. As I think the most urgent and popular use case would be chronolog client consumer app running on the node that not the same compute node as the chronolog client that is a StoryTeller(producer)
