Expected behavior:

The user would get the message that at least one owner is required.

Current behavior:

Generic error message "owners are missing" when attempting to delete the last access list owner.

Bug details:

Teleport version: 17.0.1
Recreation steps

Create an access list with one owner
Attempt to delete that owner in access lsit.
