Add label for signed cla #76
Description
When multiple PRs are created and a user has signed the CLA, it is easy to understand for the PR where CLA was signed. But for other PRs, it becomes difficult to learn whether the user has signed the CLA in any other PR or not.
Solution: When CLA is signed, updated all PRs with Signed CLA label
