Idea: Use the GitHub CLI to submit PR's for situations when the GitButler app cannot be installed in an org but the user can still login with the CLI

In a scenario where a user may not have permission to install the GitButler app into a private org, support the ability to use the gh CLI to create PR's into an org in which the user can access through the CLI.
