Following up on #37 #38

• Make rule badges clickable to get more information? Could add a link to an issue or possibly a new repo where we have code/docs on rules
• Add a Github Action to report on changes in rules. Probably this will just be tracking the _variables.yml file in this repo. Not sure yet whether this action should be in this repo or another one. Ideally we'd print nice output of a change made and a/some notification(s) of some kind.
