Dashboard - Support multi OGC service in catalog's layer selection

Description

With the implementation of multi-OGC service selection available in MS (#10272), these features can be made available in the Dashboard catalog. However, catalog in Dashboard wizard allows multi-layer selection by permitting users to (Ctrl + click or Meta + click) on the catalog record (i.e., card), this posses a limitation in choosing the service from which layer to be added.

The design aspect needs to be discussed, as multi-OGC service is selected from 'Add To Map' via a split button on records (i.e., in the rest of the areas where the catalog is used). We could perhaps add an intermediate step in choosing the layer from which the service to be added or explore an alternative intuitive approach.
