Description

Add layer to selected group action in TOC does not correctly add the layer to the selected group, but rather as a standalone layer.
In the initial investigation done by @allyoucanmap, it's confirmed that the bug is layer type dependent, meaning WMS layers behave correctly with the action and are added to the group, while other layer types are not.

Upon further investigation it is confirmed that the bug occurs only in the construction of arcgis layer types.

How to reproduce

add.layer.to.selected.group.mp4

Expected Result
The layer is correctly added to the selected group.
Current Result
The layer is added outside the selected group.

Upon further analysis and development of the fix, it became obvious that the bug is isolated only for arcgis layer types and arises simply due to the way we initially construct that specific layer type inside MS. I've changed the title and edited the opening post to reflect that.
