@ktravis213 reported in geoschem/geos-chem#2552 that using TABs instead of spaces in the HEMCO_Config.rc causes a file parsing error. We could fix this by replacing TABs with spaces after each line is read from:

• HEMCO_Config.rc
• HEMCO_Diagn.rc
• HEMCO_sa_Config.rc
