Brief Description

This issue summarizes two submodule updates needed to fix GCHP carbon simulations. So far I have tested with GCHP CH4 simulation. I am awaiting merge of general carbon simulation fixes from @msulprizio before continuing validation. However, we can bring these updates now rather than wait for full validation.
