if there's someone who is the defacto maintainer of a project in the georust org, and for whatever reason wants to move the project out of the org, what is the procedure there?

Contribution vs maintenance. For example: contributions may be motivated by the fact that a repo is part of GeoRust, and work on it constitutes contribution to the GeoRust "idea" (which is vague and undefined, but hopefully understood). Even though contributions are liberally licensed, it doesn't seem fair (in this hypothetical case) to move them out of the organisation.
What would "moving" entail? Hostile forks can't be prevented, so would it also involve moving the crate (and by implication the name)? If that were the case, would GeoRust create its own fork with a new crate name? In the case of a crate that GeoRust felt was a crucial component of its ecosystem, what choice would there be?
