ENH: add support to write list types without arrow

List types cannot be written yet without arrow.

Following test xfails because of this with arrow=False: test_roundtrip_many_data_types_geojson_file.

Personally, I am not sure if we should put too much effort in this, instead of pushing people to use use_arrow=True if they have such data (we could for example do a better job warning users about doing that, if such a column gets skipped)

Yes, I agree... better to put effort into improving the use_arrow code path.
