Reload system config at start

In case of docker packages are uninstall and reinstall, the systemd configuration is not reload.
In this case, Docker doesn't start without reload systemd configuration.

Add the daemon_reload truein the task named: Ensure Docker is started and enabled at boot
will resolve the issue.
