Create Angular UI for administering BX-bot

Create a Web UI (written in Angular) for administering the bot.

It will use the REST API provided by bxbot-ui-server:

This work will be done in a new GitHub project:

Still ToDo:

1. New Settings screen to configure the bot's server url, credentials, etc.
2. New Runtime screen to: start|stop|status the bot, display/tail/download bot log, display bot resource usage, e.g. memory, cpu, disk.
