What would you like to be added:
Update to the new Adopt distribution/[email protected] release.

UPDATE:
Right now, we cannot use the distribution/[email protected] release because it is affected from open-telemetry/opentelemetry-go-contrib#6053. There is a PR to fix it for the Distribution project: distribution/distribution#4507.
We should wait for the upcoming release.

Why is this needed:
Use the latest and greatest version.

Tasks:

Copy the distribution image to our AR: Copy registry:3.0.0-rc.1 ci-infra#2661
Update the distribution version in the registry-cache extension:
Update the distribution version in the provider-extensions setup:
