Goal

We should very clearly state as a project how we source, publish, and host reference data for scientific users.

We should also provide a way for individual deployments to document what is happening on that particular resource

CVMFS would be part of this, but I think it is broader at the Hub level and more abstracted with pointers to the details captured by the IDC. I'll start on this once Astro settles down. At least one other person would be helpful, especially for design considerations. The IDC/CVMFS resource would benefit from some visual cues -- icon or similar: "Hey this data came from CVMFS!" or "Hi, this data is special and local to the group hosting the instance!" then each have distinct citations.

I don't think our view here needs to wait for the full implementation of this: galaxyproject/idc#84. Instead, scaffold out and fill in as we go.
