New Contributor Onboarding

Examine and document current process of onboarding new contributors and highlight any areas that could be improved on, as well as brainstorm on new ideas for helping people become comfortably engaged as new contributors.

Making it easier for contributors to get started with a local dev environment could help ease some of the onboarding turbulence and make onboarding faster, thus bringing in more contributors. I propose writing a docksal or lando container env that can be used to spun up a local with just one command.
