Command for staff to delete users

What command would you like to see improved or added?
A command for staff to delete other users together with their data.

Additional context
Sometimes users have lost access to their old account and come to the support server to ask if we can remove their Last.fm account from the bot. Staff users can already see old accounts with the getusers command, but not delete yet.

Safety/privacy restrictions:

• Only in guilds marked as special guilds (see getusers)
• Max 3 deletes per hour per staff member (in case of hacked accounts to prevent damage)
• Only accounts with usertype backer or user should be able to be deleted
