I think we might need to add a groupBy: ['cluster'] option on the topology, which lists the distinct values of the those tags and re-runs the topology for each variation, passing those tags as defaults into catalog selectors. If an individual component wants to select a catalog in a different/any cluster than it would add an explicit tag filter which overriddes the default
