Reduce number of sysctls set by fdctl configure

• The rmem and wmem changes are not needed if we remove these warnings from Agave, since we use Firedancer networking.
• We should probably warn the operator to enable bpf_jit_enable but not specifically toggle it ourselves.
• We shouldn't change rp_filter and accept_local on an operator box. These are needed for testing QUIC via. XSK on loopback, but we should't need these in production.
• numa_balancing should probably be disabled, add a warning about this like bpf_jit_enable.
